
The Patrons Committee serves as the Harbour Business Forum Board and retains overall directional and policy control. It comprises Patron Member representatives and is responsible for guiding the progress of the HBF, defining the terms of reference, committing funding and providing ongoing oversight through the appointment of their senior representatives.
The Executive Committee is responsible for overseeing the day-to-day management, strategic development, as well as approval of project funding for HBF’s projects. Committee members include senior representatives from HBF’s membership and the chairpersons of the two working committees.

The Secretariat coordinates the implementation of the Harbour Business Forum's work and communication plans. It provides support to the Patrons, Executive and working committees, and ensures the effective and smooth operation of the Forum.

Dr Andrew Thomson, Chief Executive Officer of Business Environment CouncilAndrew is the CEO of the Business Environment Council, which serves as the secretariat for the Harbour Business Forum. He is a member of HBF's Executive, Best Practice and Communications Committees and serves in the following roles related to the harbour and sustainable development: Member (representing BEC) of the Harbour-front Enhancement Committee (HEC) (also a member of HEC's Harbour Plan Review sub-committee, and convenor of it's Harbour Planning Principles Task Group), Member of the Tourism Commission's Tourism Strategy Group, Member of the Council for Sustainable Development's Education and Publicity Sub-Committee. Member of Citizens Envision@harbour.
Brenda Fung, CoordinatorBrenda coordinates the Harbour Business Forum Secretariat. She is responsible for the implementation of the Harbour Business Forum's work and communication plans and provides support to the Patrons, Executive and working committees. She organises events and manages the HBF website. She also oversees membership recruitment and research projects.
Two Working Committeeshave been set up comprising representatives of the Harbour Business Forum members:
External Relations and Communications Committee functions as an advisory body that provides support and guidance on the external relations and communications issues of the Forum.
Best Practice Committee is responsible for overseeing the implementation of the research agenda and engaging HBF's membership in the preparation of research and position papers. Committee members include professional services firms, including engineers, architects, planners and business consultants.
